Free Graphic Design Software

Need a free graphic design software that i can mess around with, any help please?

I search for all type of software that allow me to edit and customize the stuff that they had with it but never actually allow me to upload and mess with my own artwork.

My question is this, is there a software that allow you to add computerize colors to black and white artwork? one that i can customize it and so on.
